The State of North Dakota Digital Services provides secure and quality digital information, services, and tools to customers and constituents when and where they need them. Summary of Work
The successful candidate will be responsible for driving the digital transformation of North Dakota public-facing websites and digital assets by designing, developing, and implementing omnichannel experiences that promote citizen engagement for all North Dakotans. Building a digital experience that is accessible, easy to navigate and scalable for the State and its constituents. This position will manage a diverse digital team by leveraging our Drupal-based platform, developing web and social content strategies, and implement best practices around civic design and storytelling.

This position demands demonstrated knowledge of existing and emerging digital tools, technologies and platforms along with a proven track record of successfully developing and launching experiences and products that engage users and produce measurable results. Strong communication and interpersonal skills and an ability to constructively influence others and align disparate interests in a consensus-driven organization is essential.
Duties and Tasks
•Establish and execute a comprehensive digital roadmap by working closely with NDIT, the Governor’s Office, agency leadership, and communications teams
•Map digital capabilities to strategic vision and priorities; translating the organizations strategy into a vision for user experience and technology
•Balance long-term strategy with the tactical product management of the existing digital portfolio.
•Champion the design and development of new, user-centered experiences
•Establish and enforce digital governance standards and best practices such as web content author guidelines, ADA compliance, and state brand guidelines
•Apply data and analytics to unlock key insights into audience needs, to measure performance and to define success for State government
•Promote and achieve buy-in for digital initiatives by fostering strong working relationships with administrative leaders on both the state and local level
•Work with agencies to streamline the online social strategy and bring new digital tools onboardMinimum Qualifications
Bachelor’s degree with a major in computer science, computer or management information systems, business administration, social science or similar field, and four years of work experience that required managing resources from a variety of internal and external sources to plan and implement large, ongoing multi-entity projects from inception to deployment.
Associate degree in the above related fields and six years of related experience as stated in the above paragraph may be substituted for the bachelor’s degree and four years of experience requirement.
