Transurban is an international toll road developer and manager with assets and projects in the U.S. and Australia. In the U.S., Transurban manages Pocahontas 895 in Richmond, VA and is currently developing the I-495 Capital Beltway Express Lanes and I-95 Express Lanes projects in the Washington D.C. region.
Transurban is currently recruiting for a full-time Systems Integration Engineer to fill an in-house vacancy in our Washington D.C./Alexandria, VA office.
ROLES AND RESPONSIBILITIES SUMMARY:
The Systems Integration Engineer (SIE) will:
• be responsible for reviewing, identifying, defining and managing the systems requirements, and design details for Electronic Toll Collection (ETC) and Intelligent Transportation Systems (ITS) systems development, based on business processes and industry standards for the Express Lanes Projects and other assigned projects.
• take a lead role in managing the integration of systems related to the Express Lanes Projects and the coordination of the performance, testing commissioning plan and program
• develop and draft operational concepts, scenarios, specifications for the provision of key systems related to tolling and it operations.
• assist in the establishment and management of terms and conditions associated with primary suppliers.
• perform price estimation and price verification on supplier proposals.
• create and manage execution of test plans, test methods, test techniques for start-up and commissioning of assigned projects.
• oversee the planning and execution of the test processes for Electronic Toll Collection (ETC) and Intelligent Transportation Systems (ITS)
As a key member of the Tolling and Traffic Management System (TTMS) subcontract team initially, the SIE will provide ETC and ITS technical leadership, technology coordination, and business collaboration with the rest of the team and various external stakeholders, with an emphasis on the overall integration, testing and commissioning, to ensure successful project delivery and operation.
KEY ACCOUNTABILITIES:
• Coordinate and manage functional teams (as necessary) and business process development to meet the goals and objectives for the assigned project and systems/product delivery.
• Manage and review software and system development efforts of subcontractors on various project and product developments
• Planning, monitoring, and coordinating the progressive installation of component subsystems with the total integrated system delivery objective for assigned projects.
• Manage and contribute to the development, documentation and maintenance of systems architecture, systems configuration management, and systems integration for assigned projects.
• Manage and oversee the roadside systems field installation and testing, and the interface of the field elements with the respective operational subsystem software integration, including the traffic management system and the back office.
• Work closely with the TMS Technical Lead and the Tolling/BO Technical Lead to review test plans, test procedures and test execution between the field elements and the HOT Operations Center (OC).
• Maintaining and monitoring all baseline configuration documents for all the field installation, and executed tests.
• Review proposed field changes to subsystem interface designs or installation processes and manage field integrated testing and start-up.
• Provide oversight for the field installation of all elements of the TTMS supplied by Raytheon
• Work closely with the Technical Leads to review test plans, test procedures and test execution between the field elements and the Operations Center.
• Contribute to project reporting requirements and prepare timely status reports across progress, forecast to complete, issues and risks.
• Attendance at community meetings, Design Build and VDOT meetings, and other stakeholders meetings.
• Review and assess design packages and information/design reports being provided.
• Interpret standards and technical requirements, and provide opinion to PM as necessary.
• Develop a comprehensive understanding of the current business model/s including the interaction between systems and the products and services relating to the ETC and ITS functions, particularly as it relates to the US business.
• Ensure business models are accurately captured with the requirements management and business processing application tools.
• Ensure all other relevant documentation is complete to enable ongoing operation of the project initiative, post implementation.
• Planning, monitoring, and coordinating the progressive installation of component subsystems with the total integrated system delivery objective.
• Maintaining and monitoring all baseline configuration documents for all the field installation, and executed tests.
• Review proposed field changes to subsystem interface designs or installation processes and manage field integrated testing and start-up.
• Responsible for implementing or managing software processes and applications based on defined concept of operations, functional and technical specifications, managing the detailed definition of interfaces, and managing interface control, and integration of software, hardware and transportation infrastructure efforts.
• Provide oversight for the field testing of all elements of the integrated system supplied by Systems Integrator and other vendors as required.
• Review and coordinate with Systems Integrator to ensure the Tolling/BO/DPS system testing plans, procedures and requirements are in accordance with the Contract and the Performance Testing Commissioning Plan and Program.
• Advises and coordinate with Systems Integrator on test phasing, test organization, test environment and test support tools for project delivery
• Responsibility for the development and management of the Performance Testing Commissioning Plan and Program for project delivery.
• Contribute to the review, comment and approval of relevant performance testing across all phases, including Unit testing, Factory Acceptance Testing, Site Acceptance Testing and Integration Acceptance Testing.
• Witness and participate in testing, review and analysis of test results and exit criteria.
• Provide support and oversight of project close-out for system delivery as-built documentation.
• Contribute to the testing strategy for new applications, system installations and/or system upgrades.
• Review and manage development of the system delivery UAT testing in conjunction with Operations Group.
• Coordinate acceptance and handover criteria for UAT.
• Involvement in UAT as required.
• Ensure the development of new processes and technologies are documented, advance state-of-the-art technology implementation, and develop system and architecture design methods, tools, test and integration methods.
• Attendance at conferences/lectures.
• New ideas shared with team that contribute to improvement.
• Liaison with other departments and stakeholders to implement the project initiative (including IT and Business Operations as necessary).
• Foster partnerships with internal customers.
• Facilitate workshop and review activities with stakeholders.
• Timely input to bids and tenders as required.
• Support the coordination of the necessary resources (including stakeholders) to achieve the bid scope and objectives within the agreed timeframe and allocated budget (if applicable).
• Provide well documented and costed solutions which accurately match project requirements.
QUALIFICATIONS AND SKILLS:
Required:
• B.S. in Computer Science or Bachelors in Electrical & Electronic Engineering (Mechanical Engineering), required, with post graduate qualifications/experience in the field of System Engineering, or relevant field, preferred.
• Demonstrated capability to apply system engineering methodologies to the specification, implementation and testing of ETC and ITS.
• Experienced in the understanding of hardware and systems across multiple system platforms.
• Demonstrated experience in the development and implementation of Electronic Toll Collection (ETC), Advanced Traffic Management Systems (ATMS) and/or ITS related projects.
• Proven ability to manage development, solve problems, and simplify design issues.
• Ability to effectively communicate at all levels.
• Experience working with technical and business management user groups to define requirements and develop fully functional and timely software solutions.
• Familiarity with software development and test methodologies.
• Experience with cabling, communications networks, hardware, software, equipment cabinets etc.
• Detailed knowledge and experience with test methods, test techniques and test support tools and processes.
• Experience and familiarity with quality assurance and risk management on Electronic Toll Collection (ETC), Advanced Traffic Management Systems (ATMS) and/or ITS related projects.
• Windows and UNIX Operating Systems.
• Database applications, Microsoft Software (SQL and Access), Oracle.
• Design Process Tools, Test Management Tools.
• Communications and Network Protocols: Familiarity with Ethernet, and TCP/IP, and NTCIP protocols.
