Institutional Business Development Proposal Coordinator

Function:
The Institutional Business Development Proposal Coordination Officer is responsible for managing compliance for the Institutional Business Development (IBD) Department. S/he is a member of the proposal response team and is responsible for drafting and/or reviewing and coordinating teaming agreements, producing the management plan section of a proposal, and ensuring compliance with all submission requirements. The position will assist in IBD capacity building of country offices and Heifer’s global program team in the area of compliance and stewardship. S/he will also work with the rest of IBD teams to develop and implement systems and tools to enhance compliance with institutional funders’ requirements.
Responsibilities:
1. In close collaboration with IBD team and other relevant departments, and based on research and experience of successful non-profit/non-governmental organizations and internal realities, assist with developing systems, processes and tools for effective compliance with funders’ requirements.
2. Train and mentor country offices and area programs to enable them to follow compliance guidelines.
3. Participate in IBD capacity assessment and designing capacity-building plans.
4. Serve as a point of coordination for preparing responses to institutional funding opportunities, including arranging meetings, follow-up actions, proofreading and coordinating feedback for project proposals and concept papers.
5. In consultation with proposal development manager, responding country offices, and general legal counsel, initiate and draft teaming agreements and IBD contracts, and ensure follow-up on their timely approvals.
6. Liaise with the Legal Services team to ensure timely approval of teaming agreements and IBD contracts.
7. Research other successful organizations’ compliance establishments and advise Heifer to model on current trends and best approaches on a regular basis.
8. Build and maintain a database of consultants for proposal development.
9. Format, proofread, package, produce, and submit proposals.
10. Track institutional business opportunities, submissions, approvals and rejections.
11. May perform other job-related responsibilities as needed.
Minimum Requirements:
Bachelor’s degree plus two (2) years of related experience.
OR
High school/General educational development diploma plus six (6) years of related experience.
Preferred Requirements:
Master’s degree in business development or international development or a related field with two (2) years of related experience.
Most Critical Proficiencies:
• Knowledge of and experience with managing complex, multi-partner and stakeholder responses.
• Knowledge and experience in sustainable community development.
• Excellent analytical, writing, and editing skills.
• Working knowledge of United States Agency for International Development, European Commission and European bilateral funders.
• Strong training and facilitation skills.
• Knowledge of the non-profit sector with awareness of the context in which non-profit organizations operate.
• Familiarity with and experience in responding to requests for applications/proposals, call for proposals, indefinite quantity contracts and task orders.
• Computer proficient in word processing, spreadsheets, presentation tools, electronic mail and Internet (Microsoft Office Suite preferred).
• Excellent leadership qualities and communication skills.
